In July 1931 The Chinese–Japanese dispute recognized as the Wanpaoshan Incident was accompanied by the Mukden Incident. In 1931 during the month of September the Japanese Imperial General Headquarters, which had determined upon a strategy of surrounding the event, announced its determination to the Kwantung Army division.
