On Sept 5 1774 the continental congress met with 12 of the 13 colonies in Philadelphia met in response to the Intolerable Acts passed by the British Parliament, which the British referred to as the Coercive Act. The British intended to use it to punish Massachusetts for the Boston Tea Party.
